Bernard Frank est né à Rouen, d'une ancienne famille normande. Élève au collège Saint-Charles de Saint-Brieuc, d'où il s'évade pour naviguer à bord des navires à voiles. Les Antilles ! Le Japon ! Tahiti ! Études à Rouen, puis à l'École d'hydrographie de Dieppe, alors dirigée par M. Lavieuville. Lieutenant de la Marine marchande à 21 ans, il navigue deux années dans les mers de Chine. À vingt-trois ans, mission Charcot ! Capitaine au long-cours à 24 ans, Commandant en second du célèbre aviso Nord-Caper, avec lequel il renouvelle les exploits des Corsaires de jadis, en s'emparant à l'abordage d'une goélette turque transportant le Général Ahmed Pacha, son État-major et cinquante hommes d'infanterie (1915). Lieutenant de vaisseau et chevalier de la Légion d'honneur à 27 ans, Bernard Frank se consacre - en 1920 - à la carrière des lettres, et se fait connaître pour ses débuts par « Dix-neuf histoires de sous-marins », que préface Claude Farrère, et qui obtient un tirage record.
