A Danish philosopher has said: "In his whole life man achieves nothing so great and so wonderful as what he achieved when he learnt to talk." When Darwin was asked in which three years of his life a man learnt most, he said: "The first three." A child's linguistic development covers three periods-the screaming time, the crowing or babbling time, and the talking time. But the last is a long one, and must again be divided into two periods-that of the "little language," the child's own language, and that of the common language or language of the community. In the former the child is linguistically an individualist, in the latter he is more and more socialized... No part of the life of a child appeals to us more powerfully perhaps than the first use of our language. The small person's first efforts in linguistics win us by a certain graciousness, by the friendly impulse they disclose to get mentally near us, to enter into the full fruition of human intercourse. The difficulties, too, which we manage to lay upon the young learner of our tongue, and the way in which he grapples with these, lend a peculiar interest, half pathetic, half humorous, to this field of infantile activity. To the scientific observer of infancy, moreover, the noting of the stages in the acquisition of speech is of the first importance. Language is sound moulded into definite forms and so made vehicular of ideas; and we may best watch the unfoldings of childish thought by attending to the way in which the word-sculptor takes the plastic sound-material and works it into its picturesque variety of shapes.

The science of language began, tentatively and approximately, when the minds of men first turned to problems like these: How is it that people do not speak everywhere the same language? How were words first created? What is the relation between a name and the thing it stands for? Why is such and such a person, or such and such a thing, called this and not that?... The whole subject of linguistic investigation may be conveniently summed up in the single inquiry, "Why do we speak as we do?" This book deals with the history of linguistic science.

Quand il était un très jeune préfet de la Haute-Loire, puis de la Haute-Marne, Edgard Pisani militait déjà pour le développement régional, se posant ainsi une question qui devait aboutir à celle qui est débattue publiquement avant de faire l'objet d'un référendum. Les responsabilités qu'a assumées l'ancien ministre de l'Agriculture, sa politique de modernisation, sa large expérience dans le domaine administratif et son sens des traditions, des réalités et des perspectives françaises l'ont conduit à écrire un livre important, appelé à un grand retentissement, sur une question, on ne peut plus d'actualité, et vitale entre toutes. Dans un pays comme la France, « étatiste » et centralisateur, où le Pouvoir n'a cessé d'étendre son emprise, le poids de l'appareil public devient excessif et finit par l'emporter sur le politique. L'entreprise nationale s'étiole au moment même où s'ouvrent nos frontières ; l'Université se fonctionnarise, les collectivités locales sont inadaptées à la vie réelle. Paris polarise les forces, les richesses, les espoirs. Edgard Pisani estime nécessaire la réforme régionale mais il sait aussi qu'elle est difficile et il se pose loyalement la question de savoir si elle est possible chez un peuple toujours en proie aux contradictions : nous voulons la réforme communale et aussi la sauvegarde de toutes les écharpes, la création d'une collectivité publique de Plein exercice et aussi le maintien du préfet comme exécutif régional... Nous voulons, en même temps, l'autonomie locale, qui nous flatte, et l'omniprésence de l'État, qui nous rassure. Nous sommes tous des Jacondins, mi-jacobins, mi-girondins. Et le gouvernement n'est pas le seul responsable de ce qu'il y a d'incertain et d'informe dans la réforme projetée, lui à qui il appartient cependant de rendre possible le nécessaire.
